If everyone wants to do or have that thing, it is all the rage. Example: "Do you like this scarf? It is all the rage." Another example: "Do you remember when cabbage patch dolls were all the rage."

The thing that is very, very popular is all the rage. Example: "In the 1960s, Bob Dylan and The Beatles were all the rage."
