A person says "Can you imagine?" to show suprise at what has happened. Example: "This car only cost me $500. Can you imagine?"

The speaker who says "Can you imagine?" is looking for the listeners agreement in amazement about what happened. Example: "He said that to you?" Reply: "Yes! Can you imagine?"
